1- State of Bolivia :
Bolivia is the first place in our list considering the city (La Paz) is the national capital of the country because of the government sectors and the rise of La Paz to the three thousand and six hundred meters from sea level

2- State of Ecuador :
Ecuador is second in our list, with the capital city of Quito up to about two thousand eight hundred and fifty meters.

3- State of Butane :
Bhutan ranked third, with the capital city of Thimphu rising to nearly two thousand six hundred and forty-eight meters.
